Also new players can enjoy the game just fine which is why it's gotten more popular and keeps growing.
I think what he's referring to are players who, for example, should be rank 10 after the reset, taking themselves to rank 20.
My son started playing recently, and as both killer and survivor, faced players extremely frequently who were rank 16-20, with all tier 3 teachable perks. Obviously, it would be the rare player who levels up many, many killers or survivors for all the best teachables without ever playing or winning on that side. Since you can't derank below 15 through normal methods, that leaves hacking or an odd bug that somehow reset their rank. But the frequency of facing it makes it a very dubious proposition.
There was a recent set of podcasts that focused on deranking, in which one streamer was pointed out for deranking himself 5 ranks daily. Either by hacking his Steam account, or by joining and DC'ing 25 games in a row between streams, for better content, I guess. Outside of that, deranking and hacking of rank is pretty common, so players can face less skilled opponents for easier wins, or simply to bully the opposing player(s).

If you'd like to check it out, create a new Steam account and family-share the game. Your new account will begin at rank 20, with all level 1 characters. You shouldn't face other new players who have T3 Self Care, Iron Will, Balanced Landing and Adrenaline, but you will. Or a Nurse with tier 3 BBQ and Chili, Ruin, Sloppy Butcher and Nurse's Calling, but you will.
